Why this matters:How to recognise this workaround on your side, and what closes it on your side — without telling you how to do the workaround.
How common it is: Personal hotspot is a documented device capability on current phones. Specific use as a parental-control circumvention technique among minors is not established.
Detection
The child’s phone is logged on the home Wi-Fi but the cellular-data indicator shows heavy use; another device in the household joins a Wi-Fi network whose SSID does not match the home router; the child’s phone shows a hotspot entry in its tethering settings.
Fix (technical)
Where the device’s parental-control system exposes a hotspot toggle, disable it for the child account. On managed devices, the hotspot capability can be removed at the system level; verify on the device itself that the setting is in force.
Fix (relational)
A personal hotspot on a school-issued device is a privacy tool, not a finding. Address the rule’s coverage across the child’s own device and the devices they bring onto it.
Residual risk
A hotspot from a friend’s phone remains outside the household’s parental-control reach. The cellular path is the load-bearing gap; the household rule is the device-side and account-side control.
